The game Spore’s steam release’s steam_api.dll is registering as a modified steam_api.dll for both the main executable and the Galactic Adventures executable, resulting in the UI not allowing me to Accept the terms and conditions.

Sorry to hear, are the instructions for disabling SteamAPI features at least clear? That’s really the entire reason that nag screen exists, I am not checking for piracy per-se.
